PM Modi's Speech at India Sanitation Conference 2016

PM inaugurated the India Sanitation Conference today and requested every Indian to participate in the Swacch Bharat Abhiyan. He ended his speech with an interesting 25 year old Morbi incident.

PM Modi said that even if we dedicate 100% of State's Budget, India would still not be clean. He said that Clean India mission will only be successful if each one of us participates in this campaign.

The city of Pune was awarded with the Swachchta Award. The people of Pune participated willingly and wholeheartedly to make the campaign a success. 

Mr Modi also stated that there will be dedicated segment on DD News to focus on cleanliness. 

Prime Minister Modi also talked about India's tradition of recycling and reusing. He said that the 'use and throw' tradition may be common in the west but it ain't in India. He stated that our parents did not throw away the old clothes that we wore and instead recycled them or gave it to someone else to use.  Reusing and recycling is a part of our tradition and has always been. Citing this, he stated that even the flowers offered in temples can be recycled. Mr. Modi emphasized on the fact that we have the ability to create wealth from waste management. He talked about plastic waste and said a part of plastic can be used in construction of roads mixing it with Tar.  

Mr Modi was right when he talked about use of plastic in construction of roads. In fact the following types of waste plastic can be used in the construction of rural roads:

  • Films ( Carry Bags, Cups) thickness up to 60 micron (PE, PP and PS)
  • Hard foams (PS) any thickness
  • Soft Foams (PE and PP) any thickness.
  • Laminated Plastics thickness up to 60 micron (Aluminum coated also) packing materials used for biscuits, chocolates, etc.,
  • Poly Vinyl Chloride (PVC) sheets or Flux sheets should not be used in any case.

Advantages of using plastic in making roads

  • Stronger road with increased Marshall Stability Value.
  • Better resistance towards rainwater and water stagnation 18
  • No stripping and no potholes.
  • Increase binding and better bonding of the mix.
  • Reduction in pores in aggregate and hence less rutting and raveling.


PM Modi requested all Indians to resolve NOT to pollute our surroundings.

Modi stated that someone messaged him a year ago asking why do we not have dustbins in Indian Trains, Modi said that he immediately contacted the authorities and figured out that such a facility is already in place. While this is partially true, we know that there is a lot to be done. We don't really find dustbins in Mumbai locals, do we? Where do we throw the Garbage? Ideally we are supposed to keep it in our carry bags and throw it in the dustbins but there is a dearth of Garbage Disposal Bins on Indian Railway Stations. We need to ensure that we have plenty of them (and goodlooking ones) on our railway platforms.


PM Modi ended his speech by narrating a 25 year old incident in Morbi, Gujarat post the Flooding. PM Modi was not in active politics back then and was volunteering to clean up and rebuild Morbi and surrounding village post the floods. Mr. Modi told the audience that back then he did emphasize on the need for Toilets in every home and with that in mind he and his team assisted in rebuilding homes and ensured that every home had a toilet. A few years later when he visited the village, he found that every toilet was used as a shelter for cattle. He said "Har toilet mein ek bakri badhi thi". Mr. Modi was shocked to see this and realized that old habit die hard. He emphasized that our thinking need to change and we must all make people aware so as to not pollute the environment.
